Joomla separates the content, the taxonomy and the navigation more than most platforms. All three have to be reconciled into a content model that makes sense, rather than reproduced.

A Joomla layout is modules assigned to template positions. Rebuilding it means deciding what the components actually are, which is not a translation of the old structure.
